Menus and Navigation must work well
Every menu “button” must be tested to confirm proper function, and then evaluated for clarity and ease of use. Each page should have menu items (“home page” as a minimum), because you do not know where the customer entered your site. A link from another site, or a previous bookmark, may have brought them directly to a sub-page.

Links to other sites
Links must be tested frequently to assure that they are current and the link is still relevant to your site objectives. Outside links should either open in a new browser window, or in the “entire” window of the current window to avoid altering the design of the linked site.

EVERY WEB SITE SHOULD BE INTERACTIVE!
Interactive features
In the question of “Advertising” vs “Marketing”, you are not marketing if the customer cannot communicate with you.

Every web site MUST have feedback opportunity
This can be as simple as an email address or phone number, and as complex as elaborate “shopping carts” and a secured credit card transaction.
